As we discussed in the previous session, political institutions are dominated by deep-rooted norms and values, which makes them highly resistant to change. However, it does not preclude the possibility of change under the right conditions. But, this change is complex and is a result of many different influencing factors. When seeking to influence policy it is important that we get to grips with some factors that might influence change.
